Strategic Defense Initiatives

The Armed Forces of the Philippines has embarked on a multi-horizon modernization program to develop a credible external defense capability that cost the Filipino taxpayers more than a trillion pesos todate. While the capabilities of the 3 branches of the AFP has improved, it remains short of the minimum defense posture to effectively defend the country's sovereignty and territorial integrity should the push comes to shove. The causes of this deficiency is not limited to budgetary constraints, but moreso in the prevailing culture and standards in the DND-AFP organization. Ergo, the first battle the professional and patriotic Filipino soldier, pilot and sailor must win is right in Camp Aguinaldo in Quezon City, Metro Manila. In this regard, institutional reform is key in building a robust, lethal, cost effective and sustainable defense posture to defend our national interest, ensure the safety and welfare of the Filipino people.

Defense Systems Acquisition

Prioritizing the acquisition of cost effective and lethal weapon systems and other military equipment such as multirole fighter aircrafts, area air defense systems, submarines, more powerful frigates, corvettes and fast attack crafts, artillery and missile systems, and locally manufactured small arms and ammunition, armored vehicles and patrol boats are key measures to develop a credible external capability. The culture, technical and management competencies, and processes must be improved to achieve the objectives.

Implement the ROTC

Implement the Reserve Officers Training Course ( ROTC ) and related training programs to quickly develop the country's reserve forces in collaboration with DepEd, DILG, and DOLE.

Self Reliance Program

Leverage domestic industries and technology solution providers to produce weapon systems and other military equipment for more cost-effective and sustainable national defense.

Territorial Defense Strategy

We shall undertake an optimized and cost-effective modernization program with active participation of domestic industries, scientific and technology solutions providers for capability upgrades and sustainability.
