The Agrarian Reform Program under PD 27 may be considered a success measured solely on the aspect of social justice in favor of tenant farmers. However its impact on land productivity suffered due to the economic and production inefficiency of subdividing productive and professionally managed haciendas and plantations into small subsistence sized farm lots. This problem was exacerbated with the CARP-CARL program that complicated the key aspect of ownership. Most lands subjected to this agrarian law were uncompensated to the detriment of land owners, who could otherwise made the land productive. Spurious titling activities by land grabbing syndicates created uncertainties that is preventing investments from being channeled to agriculture by landowners and formal investors.

Research and Development

Excellent research and development, planning and program management is the ideal starting point of a national agricultural modernization and food security initiative. A comprehensive integrated strategy i.e. policy and program initiatives, guided by experts from the University of the Philippines in Los Banos and other institutions. Implemented professionally, devoid of politics and commercial interest, a total solutions strategy with decentralized implementation based on standard protocol will propel Philippine agriculture to deliver the food requirements of our growing population. A successful agricultural and food security development program amidst the global challenges of climate change, supply chain issues and increasing prices is crucial to the survival and welfare of the Filipino people.

Farmer, fisher folk and agriculture related cooperatives and organizations play a crucial role in the country's agricultural modernization and development. Cooperatives could serve as conduits of agricultural extension services and act as corporate platform to extend professional services and support, which otherwise is deemed unaffordable by individual small farmers. An internal guarantee system could be organized among cooperatives to improve access to bank financing services and collections. Cooperatives could aggregate small farms to realize economies of scale, establish financial leverages for cost efficiency in purchasing agricultural inputs and use of equipment. A well organized and managed cooperative could minimize the risks of lending, avoid defaults and non collection of agricultural loans.
